"Kinetic
Theory of Fluctuations in Conducting Systems".
Abstract:
We propose a phenomenological theory describing the time dependent fluctuations
in conducting systems. This theory is a generalization of the well established
kinetic theory of fluctuations. Using our approach we study statistical properties
of non-equilibrium current noise in disordered metals. We find that for strong
electron-electron interaction the correlation of current fluctuation is parametrically
enhanced.
