: You must be able to visualize or construct 1-19. This shows the relation of times on the Earth to the Moon's phases. For example note that First Quarter is over the 6 Pm position, so this phase is overhead at 6 PM and rises at noon and sets at midnight.

Rereading your message, "crossing the meridian" means "overhead" as I used it above. Each object crosses the meridian when it reached its highest point in the sky. An object roughly near the equator like the moon sets roughly 12 hours after it rises.
